How to obtain a building permit in Thailand in a foreigner's name?

is it possible to have a building permit in foreign name? i am building a house on koh jum, krabi. the local or bor tor has refused to issue a building permit in my name, i have a land lease agreement with superficies renewable for 30 years. he says a building permit can only be issued in a thai persons name, what can i do?

A right of superficies is generally not easy to get registered in thailand as a foreigner. When you have it registered you already automatically obtain ownership of anything on the land. Still it is better to also have your name on the building permit.
