To repatriate the sale proceeds from a condo in Thailand as a foreigner you will have to provide the bank with the correct documents. The bank will require a copy of the official Thai script land office sale agreement and the original land office tax receipt confirming you paid all taxes and fees for the transfer.
Other documents such as a copy of the foreign exchange transaction form or Thor Tor 3 which you obtained when you remitted money to Thailand to buy the condominium, a copy of the condominium unit title deed and a copy of your passport.
With the correct documents there are no restrictions on repatriating the funds from the sale of the condo out of Thailand.

The reason you are free to transfer the money out of Thailand is because all taxes including personal income withholding tax on real estates transactions already have been withheld by the land office on the transfer date.References
