I would check if there are local regulations, but I would take at least 2 meters from the boundry line. I'm not sure if it fully applies to swimming pools but in section 1342 of the civil code it says 'no well, pond, cesspool or receptacle for manure or refuse may be dug within two meters of the boundary line.
